Goatskin can be found at the top of the barn, adjacent to the Black Horse tavern. To reach him, enter the barn located behind the tailor’s shop and climb up the ladder. Keep in mind, this is a private area, so discretion is key.

Once on the upper floor of the barn, proceed straight and drop down into a courtyard. From there, climb onto the carriage and enter another barn through the window. Ascend to the top, and you will find Goatskin. It's crucial to do this during the daytime, as Goatskin moves to a different location at night. I recommend saving your game before engaging him in conversation, as you'll need to pass several dialogue checks to progress the quest. Failing these checks might require you to pay a fee.
