You can choose to attack him, or use the Observe mechanic to gather vital intel that proves Kanta is being coerced. Spare him, and he will join Imai Sokun’s merchant fleet as a captain.
Merchant Ginroku
Ginroku deals in rare delicacies for the wealthiest families around Miyazu Bay. Head to the Tamba region, specifically southwest of Miyazu Castle, across the bridge. Here, you can choose to eliminate him for his involvement with the Iron Hand or find an important letter in nearby huts that allows him to escape. If spared, he'll collaborate with the real House Imai, gaining access to more affluent clients in Sakai Port.
Merchant Kin-no-suke
Kin-no-suke's ostentatious displays of wealth raise suspicions, especially since he employs bandits to steal from others. Naoe and Yasuke must investigate him in Obama, just east of the Trading Port in Wakasa. Surrounded by bodyguards, you can use smoke bombs and stealth assassinations to take them down before dealing with Kin-no-suke himself.
Iron Hand
After dealing with the merchants, you'll finally pinpoint the location of the syndicate's leader, the Iron Hand. He's located in a heavily fortified area in Tamba, specifically at Fukuchiyama Castle near the region's center. Approach from the south side of the castle walls. Be prepared for a fierce battle; the Iron Hand will be more challenging than the others. It's advisable to eliminate the guards stealthily before confronting him. Once defeated, return to Imai Sokun to claim your rewards.
